when respraying the arches when i use primer filler (the one that makes it smooth) do i need to primer ontop of that or does that act as a primer too?

Would be a better finish if u used both,but isn't totally necessary if there just going black!Remember to give them a really light sanding once you've primered them before u put the colour on!!Does help btw,I am speakin from experience!

Give them a good rub with a solvent cleaner aswell before you start.
Surprising how much shit they soak up.

will thinners do, so use the primer filler then sand down and then primer then paint then laquer

you dont need both
use primer filler then flat the primer down making sure its smooth then paint over the top or paint&laquer depending on what your using

thinners wont do the trick
get some scotch-brite pads and put spirit wipe/panel wipe on them and key the surface making sure you give them a good going over and then do it 1 last time using a new piece of scotch-brite pad with panel wipe/spirit wipe
