Anytime I listen to WMPit buffers/skips. Its only WMP it happens on, everything else is fine

I've reinstalled it..

Heres a sound recording of what happens. This happens when streaming audio, video and when playing files locally.. So everything.

Not the worst its been, usually alot worse than that

Any ideas?

Uninstall and downgrade to 10 try that. If not then install some audio codec packs such as:

http://www.free-codecs.com/download/K_Lite_Codec_Pack.htm

You might have a conflict with codecs.

I'd find an update for the sound card driver. That is a weird issue but looking about seems to be common for people with Vista and Dells.
