is it possible to do it with just bore size or do they need to be stroked with a 1.8 crank as well

Well, with a standard crank, 80mm pistons would see you 1639cc.
For a 1.8 (1796cc), you need an 85mm stroke and 82mm pistons.
82mm pistons on a standard crank would be 1722cc.

because im turboing a 1.6 rods and pistons need changing anyway so i might as well bore it out. dont have to change any mounts or anything silly to fit it either.
