When he has his heating off, the temperature gauge goes right up yet the fan doesn't come on....

Anyone?

either a thermostat stuck closed (hence the reason the fan doesnt come on and it stays cool with the blowers on)

or possibly a broken fan switch.

agree with dave thermostat stuck closed, sounds the most likely cause
