im assuming its rangers related then?

if so hamburg have a large rangers following mainly due to the bears posted in germany in the armed forces

Yes you are correct he was a member of the Hitler Youth, as dictated by the Nazi government for any German 14 year old yet never attended 1 meeting as his father was well against it due to his down syndrome nephew being killed by the Nazi's amongst other things.
