It can't be illegal to view something thats in the public domain, will be illegal to upload and host it.

Nothing will come of it, its talking about users etc...and what is actually on youtube apart from music video's ect :S and the old random clip from tv programs.
Wont be warnings or anything, it'll just be to show figures.
Moreover i'd hate to be the guy to recieve the data and go yes, we have record of what everyone has looked at, all 100 billion views
