i want to take good pictures in the dark with minimal light advice please? talking about light as the pic below

Im no expert. Tripod, long exposure, just fiddle around with the settings
This was taken with a boggo standard 5MP digi cam on a tripod

Depends on what camera really and how much you can change the settings.
Changing the ISO will help, but will often make it quite 'noisey'.
I'm sure there are others which can give you a better answer

Slow shutter speed and a tripod, best to use manual for shots like that with your camera, you've got the time to set it up right, plus with your camera I think you get a lot more flexibility with the shutter speed in manual as opposed to A or S.

select M mode and use the numbers in the veiw finder
it normally ranges from 1/4000 to 30"

yeah slow shutter speed also try and choose someware that isnt filled with shitty street lights, u get teh anoying orange ones up here

by the looks of it your using a compact camera and not an dSLR? (appologies in advanced is your are)
With compacts IT trys to do everything for you and unfortuntely at night it just fucks up.
You could try Photoshopping it but TBH unless you are ace, its probally not worth it.
On the flip side, if ou are using a dSLR, the first thing to look at is White Balance, as you can see from your image its very orangy, the WB setting is completely wrong - Shoot in RAW so you can play about with different WB's
Long exposures or slow shutter speeds will need a turn of the wheel, Normally your looking for around a couple of seconds to 15 seconds depending on how much light is in the shot.
To be honest night photography is a hit and miss game, its hard to understand at first and sometimes you just loose
