You can't actually get cars repaired without an accident report from the police, so I wonder how he managed to get around that one

If you're in a crash you're not allowed to move the car(s) until the traffic police come and see who is to blame - whether you're on the highway, blocking a one way street, anything
I reversed into a pole that happened to jump out on me a couple of months ago... couldnt be arsed to wait so buggered off... a couple of weeks later there was a traffic cop outside my house parked up, so I went over, explained the situation and he said that I had to go back to the pole I crashed in to, ring the traffic police, and wait for them to come and give me an accident report
It's still not fixed
What we normally do is wait til there's about 10 dents all around the car and ring the police and say they were all done at the same time

Can just say someone has bumped into you and drove off. Happens all the time.
Likely to just come out of your own pocket if you want dents, scratches etc fixed
