It's not random at all actually
It's all worked out between the clubs / the league and the regional police/traffic police to work out fixtures which please a maximum number of fans, reduce localized traffic fuckups and reduces riots.

Yeah there are prerequisites same as in any league but once those have been fulfilled it's supposedly completely computer based generation.
Which is a lie at the end of the day.
