So likely the handle has no control either of the dogs.
Best bet would be if you do get attacked again report them under the "dog ownership act" as every dog should be on a lead in a public place.
Also FYI:
Dogs out of control in a public place
If a dog is dangerously out of control in a public place or injures any person while out of control, then its owner is guilty of an aggravated offence under the Dangerous Dogs Act.
A person found guilty of an offence may face imprisonment or a fine, and the courts may disqualify the offender from having custody of a dog for any period.
Dangerous Dog Act
Though the DDA is going to be shaken up soon so this type of legislation will actually be enforced other than just there.

Dog's really don't like me for some reason, my uncle's dog goes for me when I stroke her, apart from when she forgets that she hates me then she's alright till she remembers then nearly takes my hand off
Cats are just lazy little shits, we've got 2 that spend most of their time asleep somewhere, they are funny sometimes but they're annoying little shithouses more of the time. They do show affection but it's generally on their terms.
Best cat I know is one of my auntie's, it's a lunatic, she'll let you stroke her for a while but if you carry on for too long she'll sink her teeth in, because of that I just keep coming up with more and more amusing ways to wind her up till she draws blood then I leave her alone till she's forgot then the fun starts all over again I once left with all my right forearm and and covered in scratches but it's worth it to see her lose it

Im sorry but my rottweiler is the softest dog you will ever meet, I cant stand it when people stereotype dogs, I find its usually jack russels that are the nastiest.

I normally find it's breed of that nature only because their owners are weak handlers and think when their dog is barking at someone/dog they say "awww he's only playing" sod-off he's not! It's normally fear aggression as they are normally spoilt rotten and have never heard the word "NO" before.
Not to say i don't like those breeds as i've had Jack russels and so on before and did alot of training and alot of terrier sport days etc but it's the owners who spoil them and don't realise that their dog is actually being quite aggressive.
Like my dog just looks at other dogs when the other dog is barking at him and he's like "....... Can I have a bone now?"
