Basically it sounds like all those midnight challenge style games we've been playing, but actually 3D where you actually race and control the cars.
Not only do you get to get a car and race for money / slips / girls... but you also get to setup your car and buy more parts. The difference being that the external parts like body kit / paint work etc actually show up when you buy em... So you can make the car your racing look modded and unique, rather than staying standard looking or being a fixed modded style.
How well it plays will have to be seen, but it sounds like it could be a laugh reading the info on it.
