Can anyone give me any advice on how to smooth out where the vauxhall badge/grill sits on the bumper e.g. what to bridge the gap with ect.

Also whats the best way to flush the lines running from the number plate recess? Is fiber filler ok or is it better to use fiber matting and resin?

think plastic welding is the best option, as with fibreglass an filler it will just crack over time with the size of the gap it's filling.
