mine used to do that but the brackets were broke so it just used to rest on the ones on the boot moulding, then after a bump it just used to fall in the boot. so i used to leave it there, problem solved 
dont think there is mych you can do to stop it happening

foam pads where it rests, so when it does bounce it wont bang..

make sure all the clips are working and not busted, then on the tail gait there is a little plastic ring in the center that pushes down on the parsle shelf stoping it bouncing around. if thats not there then this will cause a lot of noise
and also put some foam padding on the runner the parsle shelf sits on as it will help with that aswell
