Some councils will have a planning portal on their website which will let you see various details on houses. Im not sure if it will list an owners address other than the actual address of the house though, worth a try.

The land registry will tell you the legal owner, but in many cases that might be the mortgagor (ie. a bank) rather than the mortgagee.
I wouldn't have thought the council would release names of individuals who have NOT made a planning app. They have to show the name of the person making a planning application but other than that I don't think they should be giving out names and addresses.

I know, even still empty or not it should be private information to the random joe, you'd expect neighbours and friends to know but not random strangers.
On the flipside though I suppose we could all find Doyle this way.

Data protection should stop them handing it out I would have thought.
Paying for a copy of the registered title would be your only potential way really. Would cost you (iirc) a fiver to find out the title number, and £8 to get a copy of the title document.
Edit - and even then you might only get the name of the company supplying the mortgage, no guarantee it will be the actual owner

Yes but it is no guarantee it will allow you to contact them. The register extract will tell you the registered owner and the lender so ignore all the crap posted above.
The reason I say it is no guarantee is that one of the properties I was hoping to get my mitts on (there were 2 adjacent minging properties, one for sale and one that wasn't!) contained all the details but the address information for the registered owner was the same as the address in question and as it was a derelict property. The proprietor register also showed it had bankruptcy orders against it, restricted covenants and other crap so the likelihood is that he would never sell it as he wouldn't see anything from it, he would be better to let it sit and rot or rent it out!

Ah, it says it closed to new users on 19th June 2009!
Click the above link, select Land Registry Direct on the left and then Register as a user and it says it is closed.
I can do one if needs be?
