Some you can get as singles, you wouldn't want to fit them singly really though.

You can buy them as a single, but it will give you uneven braking. Would be like replacing one set of brake pads. A garage wouldnt allow this. (Well id like to hope not anyway)

As said, you can. But with brakes I'd always do both sides of the component you're replacing.
