Something on these lines, Excuse the pic, it's just off google for packaging.
With a cardboard backing with plastic front to show the product.
Or even a bag with a cardboard section at the top stapled to the bag...
Whatever's the cheapest method.

Blister pack is expensive as it requires a tool to make the piece.
The idea with the bag with a cardboard loop is very cheap and easy, you can buy the bags off most packaging sites through google and then the cardboard part could be made any any good printers for a run of 500 then its just a matter of stapling!
Blister packaging might be worth sourcing in china through ali-baba, most probably cheaper than anything made in the UK
