looks like a fake message (hard to read as pic is small).
just run all your virus software, malwarebytes & spybot.

check what processes are running and see if there's anything that shouldn't be there.

can you download it and then put it on USB or disc?
then upload to her computer?
if not, then have a look at what processes are running.
or you could try running the antivirus in safe mode
also, delete internet files (cookies and shit) & make sure there's no plug-ins running that shouldn't be.

I've told her to delete I/history, cookies etc. What processes does she need to look out for/delete?

does she have a good phone which she could download onto?
or could you post a cd-r/usb drive with it on to her??
there might be a way to delete the rogue files, but I don't know what they are

Might work in safe mode with networking.
If it does get mbam downloaded and that should sort it.
Tell her not to visit dodgy sites then click ok to all the boxes in future.

probably won't work, but is an option if she really can't get internet access

This happened to me immediately after installing windows updates. Kept blocking net etc. Did a system restore to just before updates and it was fine again. You can make restore points can you not? Restore it to yesterday?

only malware, it's fairly simple to remove stuff. download something like "hijack this", "trojan remover" and "nod32" / "kaspersky".

she can't access the net. (unless the net works in safe mode).
malwarebytes should fix it but she doesn't have it.
