If you have a genuine reason for finding the owner,then the DVLA will give you the details at a cost of 2.50.

If you know the make and model of the car(which you do) then you can call or write to the DVLA and say something like,the owner crashed into your car and drove off,then they will give you the details you want.

Oh and you can use the V888 form found on the DVLA website.Fill it out with the details etc and away you go.

I regret that the Agency is unable to assist you in this matter. Details of vehicle keepers or purchasers of personalised registrations can not divulged to a third party. We have a duty to protect the identities and the personal information of the individuals contained on our computer records. I also regret that we are unable to pass your enquiry on to the individual who purchased this registration as the recipient could easily be offended by what he or she might feel is an invasion of privacy.

I am sorry that we cannot help you on this occasion.

As I mentioned, I could understand if it was consistent, but if I had a one off offer and I turned it down anything after that would get annoying.
