POST1 - What are you 'looking' to go after? (I thought the cams were already in?)
POST2 - They should be OK, 256deg def ok, 264 pushing it. Get them timed up correctly and then ecu MAPPED.
POST3 - No idea what you are talking about. Are you talking to yourself or asking a question?

yeah the cams are in and timed up correctly they dont hit wen turned over by hand but something is tapping wen running. i'm looking to get around 130-140bhp and i need to sort out this tapping first, so i may need new head or thicker head gasket then i can look at upping the rev limit

yup...
hydraulic tappets will 'tap' if they are fucked.
If its anything else - it'll be too late to simply put a thicker HG on. Piston Valve contact is pretty bad. i.e bent valves, damaged guides, damaged piston face.
If you have the cam cover off and cams out again - remove the lifters and give them a test / clean and replace if needed.

tappets were ok before i put in cams, my bro who's a mechanic says it sounds like tappets rather than valves had it running without tapping but it ran very flat and unresponsive

Building a WHOLE engine around a set of cheap cams off ebay is fucking retarded if you ask me.
It will not be cheap. 1-2k without getting carried away.
For what probably amount to 10bhp.
just get an x16 or c16 and whack your inlet, exhaust manifold etc. on that. boom a decent 140bhp or so if mapped and rev raised a bit.

1) The lifters/tappits are now working harder.
2) you'd no if it was valves - check compression anyway (as per U2U)
3) Sounds like the timing is out (have you timed them to pipers spec's?)
4) Its not mapped for the cams - the engine is still assuming its standard.

On the site it says you can't use them with the standard injection, so you probably need throttle bodies. I saw these come up on Ebay and left them alone, after looking on the site and having the trouble with mine
