So that is a screen print of a forum? What happens if you press backspace to go back to the last page does it come back again or stay like that?
It could be a hardware glitch, something actually wrong with your GFX card. Is it ATi or Nvidia? There are tools on Google which you can use to 'test' your card - basically making it run 100% to heat it up and see if there is any particles that flag up.

when you say system restore, do you mean the actual program 'System Restore'?
IMO, its best to start with a nice clean install.
I would personally format the C drive and go for a clean install, Windows 7.
System Restore doesnt restore ALL files, only some, im not a fan of it, alot of people use it too much imo.

You tried using a different web browser? This will help narrow down whether there's something wrong with your web browser or it is indeed related to your graphics card.

does it only happen when looking at pics on a forum?
first thing you ought to do is take the sides off the PC and vac the CPU cooler, graphics card and the ram.
if it is overheating this could be a reason why.

have you checked the monitor cable? If you've got any knots or kinks, it can stop the picture from getting through properly.

or if you have got something heavy sat on the cable, that could sometimes stop the signal from getting through propperly
