I'm after the title of a film starring Whoopi Goldberg...which I think is from the early 90's era (but I aren’t sure)

She plays the role of an American undercover police officer, who is trying to sort out a drug dealing problem.

The big/final scene of the film is where she's chasing a couple of guys round a "shopping mall", and they're armed with automatic weapons (and aren’t shy to use them). She kills both of them, and the film ends.
