Not everyone in the armed forces handle weapons or have skilled jobs...
I'm pretty sure there's plenty of room for manual labour for people who are unable to get a job within 18months of doling it.

office jobs are civi jobs, they're just employed by whatever base they happen to be at. These jobs ate hard to come by and have sod all to do with conscription.

I have had this debate previously, but personally I would say no to consciption, but the idea to do community work would be more benefical in my opinion. Then people are not putting their lives at risk and they could possibly learn new skills which would give them a better chance of finding a job.
