Yes you can just turn up, they will put you on the first avaliable train.
Not sure what the latest train is, think it runs constantly through the night.

It runs 24 hours a day. Website shows £51 each way.
Not sure on being able to turn up and pay as it appears you have to book a time slot but I may be wrong.
With P&O on the ferries from Dover to Calais and back you can just turn up and pay though.

Yeah, you are meant to book but you can just turn up, and as Ollie says they will slot you onto the first available train.
