Can this be done at all? Any pics of it?

If not, what does a panel look like painted over carbon, White for example please...?

iirc this is carbon fibre, with paint and lots of laquer on the bonnet

It's usually a combination cloth. These guys do it with carbon/kevlar, carbon/poly and carbon/glass:
