Common misconception that here's why, ram air only comes into effect at speeds above 130mph so its not that effective. Also with the correct inlet ducting you can achieve as cold air intake temps on a standard inlet so it is not for induction purposes solely although there are some gains.

The primary reason the head is reversed is so you can have the exhaust manifold at the rear of the block. This makes for a less restrictive exhaust route but again the benefits are slim.

Other benefits of the reversed head in the touring cars were for better packaging of the engine. With out having the exhaust at the front and going under the sump you can mount the engine lower gaining the handling benefits of a lower c of g.
It also allowed a flat floor at the front of the car for aerodynamic benefits.

Search RML, they make the engines for Chevy and also alot of other cars, Touring and also ASCAR. There very close to my work so always see the lorries heading up there, one day i will high jack them and just take the engine
