Lots of good info @ http://www.planningportal.gov.uk/planning/applications/
Take a look on the local councils database to see if anyone else has submitted similar plans and use them for referance - also can help indicate what gets allowed and what doesn't.
For planning most of the plans could be drawn by yourself, specially for someone as simple as a garage. You will still need to pay for block diagrams etc of the area

Given a few dimensions of what you're after I'd happily knock together some working plans (floor plan, elevations and site plan for, say, £75 all in.
Main thing is you don't position it where its likely to upset other people (i.e. not blocking a view if possible) and not too tall and out of character. If there is a precedent elsewhere on your road for the same thing it should be fairly simple to get through.
