I ordered an intercooler from a company 2 weeks ago today, i e-mailed them first to make sure they had them in stock before paying and they replied straight away saying they had.
A week later i had heard nothing and my order says 'processing' on their site, so i sent an e-mail asking if their was a problem and what was the hold up, i had to do this on 3 consecutive days before i got an answer saying they were out of stock . They offered me a refund but said they would have a deliverey this week and i should recieve it some time this week, so i said i would wait.
My order was still 'processing' and i have been offered a good deal from Forge on a much better FMIC so i e-mailed the original seller to say i would like a refund, that was tuesday. Still heard nothing from them and no refund has been made.
I paid through paypal on my credit card, so i raised a dispute yesterday (which he hasnt replied to). If i turn this into a claim what will happen? Will paypal refund me? Will i have to pay fees? or will they mess around for 4 weeks trying to get an answer out of this penis?
Its a dodgy little website by the way, not a dealer or anything. I think he just gets crates in from China.

Sounds like he'll give you a refund anyway if/when he replies, but paypal generally side with the buyer so you'll probably win the dispute if you open it anyway

paypal give you the money and draw it out of his account when they can.

They'll take it straight off the seller even if it means his account goes into minus figures.
As said paypal usually go with the buyer so you should be ok.
