hi all ive been offerd a hid kit that when you switch it on only 1 side stays on and the other goes off after a few seconds

what could the problem be here?

ballast on its way out, no point in buying a faulty one when new kits are so cheap.

Could be the car that it's on causing the problem.
Swap bits about and see if it follows a particular part.
