Do what you have to do, but to assume he's not insured because he doesn't want to go through the insurance is a bit much. I'm insured and don't like going through insurance.

Get the reg and go on askmid.com,
there you will find out if he is insured,
ask for written quotes from the garage to prove the price, then take the written quote to the garage to make sure that they actually did write the quote. and he hasnt just made one up,
ask if you can get a quote for him at a garage of your choice, after all you are paying for it so want a second opinion,
but if he is uninsured just tell him to GTF or you want to go through the insurance, chaches are he will back off and not say anything

Insurance, even paying £300 excess it won't cost an extra £600 quid over 3 years with a claim down.
