Secondary glazing. You can get fixed systems that are in there all the time, you can still open them though by sliding or whatever. Other option is perspex/acrylic sheets magnetically fixed to the frames (i have these), work pretty well actually, just make sure you get decent magnetic strips and heat resistant glue. Looking at about £50-£100 per window for magnetic, around £200ish per window on fixed but don't quote me on the latter.

how is the silicone seal on the inside and outside of the window??
double check them,they can let through alot of noise if split.
on the other hand you can change the glass in the window.
Go for laminated glass on the outside and normal float glass on the inside.
the laminated is 6.4mm thick,2 x 2.3mm sheets glued together,and helps break up sound waves.
