Feels loose , how do I adjust it as the pedal moves before it actually revs

Adjust it on the throttle body. Will have a clip that slides onto the teeth. Remove pin, take up slack on cable, put clip back on.

Don't pull it too tight, you don't want to be opening the throttle as it'll rev high on idle.
