Forgot to mention that distance from the exchange is the most common variable for line attenuation but line quality can be another one. If you have issues with your phone line that can increase line noise (dB) and will slow your sync speed down to the exchange. 3.8Km is the rough estimate for your distance to the exachange based on 53dB attenuation. It's a decent first indicator of a line issues if you live like 20m from the exchange etc but your gettin a high noise levels.

Well just a little update - I've been logging into the router on a daily basis to check the connection stats, and I'm pleased to report that the speed has been going up every day!

DownStream Connection Speed: 14335
UpStream Connection Speed: 884

Line Attenuation:30.5db (down) / 17.7db (up)
Noise Margin: 9.3db (down) / 7.5db (up)
