Planning dont care how its built, they just want to see what it looks like, materials used on the external, and where its positioned in relation to the surrounding areas.
TBH i would forget the steel and just go with trusses.
I can easily design you a 7m x 7m garage with trusses.

15 square meters is tiny, you will definitely need it to be passed off by building control

Wouldnt risk it. Theres always 1 person who would stick you in to the council.

You would be cheaper doing it in a single skin of block and just roughcast it to match your house (assuming your house is mainly render).
Forget timber frame, it if was cheaper with less hassle you would see more being built.
Can do it for free. Will only take 30-60mins.
