Parked outside the Weatherspoons in town in a pay and display parking bay that I always park in. The pay and display runs until 9pm, after that its free. Got there at half 9 as usual so parked and went in. Came back out to the car an hour later and found a ticket on my screen. Only then did I realise that there is a sign (un lit) attached to a pole that says the bay is suspended from 24-9-11 until further notice. I parked in this same bay last Friday (30th) for around 3 hours without receiving a ticket. Also the sign was facing away from the car, pointing down the road ( 1 way street ). The ticket says the fine is £70 but reduced to 35 if I pay within 14 days. If I do appeal and it takes more than 14 days, will the reduced fee still stand if the appeal is refused?

Ticket also says tax disc not visible. Imo its clearly visible. Can this be that it hasn't been properly inspected?

Just to clarify, is it issued by the council or a private company?

Wouldn't bother paying if it's private

Also what's that got to do with the price of fish. At that price I think its a council one. Just don't even respond and just return any letter to them saying not known at this address

i parked in what i thought was a disc zone in Scarborough once. i walked away from the car to find the ticket inspector standing at the end of the street, i asked him is it ok to park there with a disc and his reply sounded a lot like a yes but he was polish so god knows what he said
anyway, you guessed it, i came back to the car and had a ticket. £50 ticket but if you paid within 7 it was only £25.
after blasting them on the phone saying that your ticket inspectors should speak/understand the language of the country they work in the lady on the phone said il look into it...
our reply was what about the lower fee, what if you dont sort this out before the 7 day period? she said il make sure it stays at £25 for you.
in the end we got off with it and i think the polish sad act got sacked.
they also cant put a ticket on your car if you haven't been there for 15mins, which he did
