Tell her to ask her network provider.
Or, what phone does she have? There are some apps that can do it

Change the number.
There's nothing to stop her calling or texting from other numbers or even withheld ones TBH.

I had a quick look on the internet and a lot of them mentioned they would only do it with a police report number, Is that true? I think that's definitely the next step if this doesn't stop it.

On some phones you can block a number as standard in the settings. Or ring the network provider, ive never heard of having to have a police report number to do this but theres only one way to find out.
EDIT: Shitty phone must have some auto correct on, as the first bit didnt make sense.

you can download software to block private numbers or specified numbers.
it rings once then hangs up by itself so you still get told who has rang you........I have it on my blackberry

Anything with android can do this without need for additional downloads. You just set to forward to voicemailbox or somethin in the phonebook.

Think its an old phone to be honest, thanks though. We'll give the network a ring and see what they say

by the way, if you have contacted the number before, you may not be able to get it blocked
