Well folks,
My C: is 50GB and my other partition is 100GB.
I have around 35GB free on C: and want to move about 25GB to my other partition.
Using the "correct" proceedure of shrinking will only find me less than 1GB of the available 35!
Partition Magic 8 warns me of known issues and I want to find out if its safe to use?

Get a bigger drive. Leaving 10gb on C drive is not good idea running windows 7!

Its to do with windows virtual memory, a file called pagefile.sys its a bloody pain in the arse but you can get round it.
I repartitioned my HD on Wed, and after experiencing the same problem as you, I used this guide and I could then partition as much free space as I wanted.
http://mintywhite.com/vista/vmaintenance/performance-boost-move-page-file-to-another-physical-drive/
To delete the pagefile.sys after you have followed that guide, open up the folder options, then uncheck the "Hide protected operating system files" option. Then navigate to the C: and delete the pagefile.sys. After that you can successfully repartition
