Why does it need to be Tom Tom? Garmin ones are miles better. Much more user friendly.

Currently I use an eBay chinese special which runs WinCE and TomTom and cost me £30 about 5 years ago. Works a treat, updates fine and haven't had any serious issues with it.
But if you're after proper bluetooth TomTom then look at the TomTom Live 750 or XL range, around about £140-220. Otherwise look at their Start range if you want something cheaper. Piece of pee to download and update maps and speedcams.
Briefly used one of the cheaper Garmin's, didn't particularly like it but they have the 265 that offers bluetooth. No idea about updating but have a look on the GPS Underground Forum's.
And obviously do a few Google searches for reviews before buying, always worth knowing if there are issues.
