Tbh I think it's good as it is. The rules are simple then. But I may be biased as my viva which is a 1970 is tax free!

the biggest problem is that the government give with one hand and take back with the other!......
for instance they give pre 1960 vehicles MOT exemption.....
then bring a load of new laws in if you use your pre 1960 vehicle for weddings.......see here....
