The rules of chemistry have already been written. A neutral cleaner will cause no perminant damage to paintwork, or any other hard surfaces. It's also quite a soapy product, made from quality surfactants. Out of the two products discussed, I would suggest using the neutral cleaner as it's a good all round hard surface detergent. The higher Ph on the concentrated product may dull paintwork. If you want to remove brake dust from your alloys... use Jangro Kitchen Heavy duty cleaner! Don't be put off by the name, the product is brilliant on wheels ( I use it) and half the cost of over- marketed (so called) specialist products. It is a real workhorse of a product.
