So some new driver caught my rear bumper as i was exiting a roundabout..
But, i noticed that her tax has run out and she admitted she hasnt bought it online, does this make her insurance invalid? And how does it effect me claiming on it?

Won't be invalid for that, bad enough that you have to go through insurance? No couple of hundred quid cash in hand possible?

if they pay up with out going through insurance i wouldnt worry about it.
if you read the small print on your car insurance its only valid if you have tax, mot, and the correct licence, theres also many other loop holes for insures to get out of paying up.
get a writen quote for the repair and then get the cash from them or go through insurance if she dont cough up. your insurance will force her to pay even if hers void policy for no tax. plus she'll get done for driving without tax. either way you should pay a penny as you could claim excess back to.

If you can settle it without insurance then try that way. It costs a lot to be covered, but getting insurance involved will just cause problems for years.

If the father has offered to pay your costs for repair then go for it. LEss complicated that way, specially if its not too bad.
In regards to tax, I found this link
http://www.rac.co.uk/forum/showthread.php?15185-If-your-car-tax-has-just-expired-can-you-still-drive-your-vehicle
It goes on about the tax side of things involving a similar incident to this.

For your purposes it doesn't invalidate her insurance. The insurer cannot legally renege on their third party liability. So assuming its her fault you get your car fixed.
They may well choose to recover their costs from her personally but this won't affect your situation.
If its minor and the father is paying - do that. Despite what many on this web site will tell you, it is preferable to not have any claim on your record regardless of fault.
