Lady friend went out this evening, and when she got back to her car she got a dreaded parking ticket, does she have to pay this or not?

Yes, it's from the council which means your friend broke a rule. It's only the ones from private parking firms which you can ignore - there's no law saying you have to pay them and they'd have to sue you to get any money out of you.
