i use bilberry wheel cleaner, but i've heard good things about iron-x and tardis on alloy wheels.
obviously these things aren't available in halfords so i would go for meguiars hot rims.

it should do as it's rather acidic iirc, cut through most stuff the last time i used it, unfortunately it also ate into a set of diamond cut alloys.

Iron-x munched brake dust. Not sure how it tackled dirt though.

Generic off the shelf I would go for wonder wheels but that is very acidic so repeated use on poor paint work on wheels can damage them.
But as a Ben mentioned Bilberry Wheel cleaner to clean off the crap, IronX to get rid of stubborn brake dust and then Tardis to get rid of tar spots.

It's worth mentioning that IronX and Tardis are for specific types of ingrained shit. They're very expensive products if you go sloshing it around.
Bilberry is superb, I only need to use it every 3 or 4 weeks as I keep my wheels protected. Other than the odd blast of Bilberry I just use my standard shampoo and a light agitate with my wheel woolies. I think using harsh stuff every week is no good for any protection that you've applied, keeping on top of things is the best way to handle wheels.
