Because then he will get stronger.
As well as feel like he is progressing when going up the weight. But then personally id prefer to have a good phase of strength training then mix it up for a couple of weeks with more reps, then switch back to a extended period of strength training.

6-8 reps heavy weights.
Squats is the main exercise, it floods the body with growth hormone and testosterone.
Not doing squats is like a 50% hindrance on your bulking regime.

Normally when I can manage 14 reps, I'll stack more weight on and do what I can manage, then I'll work at that weight til I can squeeze out 14 reps then up the weight again.
