When does his ownership cease? As soon as the log book is signed? I think it would be difficult to suggest ownership remains with him until the log book comes back, or else everyone would spend the first two weeks owning a car speeding everywhere.
Logbook isn't proof of ownership anyway. The best you can do legally is probably time and date on a signed receipt.
The guy that's buying the car may claim to be going to the post office after paying Jakey though, then come back after a while, get in his new car and drive off, how is Jakey to know that the guy was sending a letter and not taxing the car like he claimed to be?
