Is there anywhere I can find details of a registration number?

Nothing comes up on ASKMID, confused.com or DVLA registrations.

Could that mean it's been scrapped or something?

Have you checked that gov site that can check tax? That tells you when a plate was last taxed with a car I think. It's a starting point but the only people who can give you that info is dvla

I don't know the make or model of the car that's the problem.

If it's not bringing anything up on ASKMID then chances are it's either on retention or doesn't exist.
