Depends what you want to make. If there's a tutorial for what you want to do and you're not bothered about understanding any of it you could probably make one in an hour.

Do you have any programming knowledge? If it's a simple game you're probably better off looking at Corona and Lua, cross platform too.

EDIT: Or just buy a template off Apptopia.
