Can you install software on to external hard drives and use that software on any computer you plug the hard drive into?

Depends on the software but typically no as drivers/config files/system changes (Windows registry etc) are installed and made during installation outside (user temp directory etc) of the software's primary destination target.
However you can try an (Windows) app like Cameyo which attempts to make software portable so you can run it off portable USB drives/flash drives etc

what that means is when you install a program it also installs some files onto your windows c: drive to tell it where the program is installed etc, So when you move the program to a new pc, them windows files are not there and it wouldnt know what its doing. Basically.
