What mods have you made to the engine to take it to 35,000rpm?

don't keep the car in neutral.
keep the engine around 2k,
change at 3.5 - 4k.
drive around in 4th.
chew a gum while at the lights!

Putting the car in to neutral while decelerating will actually cause your car to use more petrol than if you didn't. The engine management knows that the engine isn't under load and will cut the fuel anyway, assuming that the wheels are driving the engine. If you clutch in or even put the car in to neutral of course, there's nothing propelling the engine so fuel has to be used to stop it stalling.
Plus as Drew mentions, it's illegal and dangerous anyway.
The best advice I could give you - based on watching my trip computer - is to get in to as higher gear as quickly as possible to keep the revs low and of course don't accelerate harshly. I can get up to say 40mph taking it easy and it not drop below 20mpg and then sit at 35 when I get there. If I deck it, it'll touch 7!
