Yep, me and huw (dj_voodoo) both got £30 fixed penalty fines on sunday because of our tints. They tested our windows with a light meter and 15% light passed through mine, and 20% through huws. The windows must allow at least 70% light to pass through the window so we were slightly fuked.
They said the Gwent police force only have 2 light meters and ive been tested twice now (only had a warning the first time though)

nope, i suppose a "15% tint" would be legal, as it would allow 85% of light transmission through the window. But tinting films are marked on how much light actually passes through the window, eg. 15% = 15% of light passes through the window

duno, most windows on cars that come from the factory let through 70% light anyway. the copper showed me this by testing my windscreen with meter which isnt tinted.
Even just sticking a clear film over the window is technicaly illegal - not because of the amount of light it lets through, but because it invalidates the E marking as the window is not in the same condition as when it was certified. I was told this by the traffic poilce when they stopped me, kurtis and huw. But they said the chances of getting caught are practically zero.
