Why is it when i select a bit of paintwork to colour code using lasso tool it copy's and pastes, but whenever i do it again..it says that the space is empty...any ideas

You have to make sure you are on the correct layer of the image as if for example you you have pasted some new wheels onto your car image, the wheels will be on a different layer to the car and if the wheels layer is selected you can't select a section on the car layer as you are still on the wheels layer.
HTH. 
p.s. the layers box should be in the bottom left corner of your screen.
